Notice of Public Notice State of Alaska Department of Environmental Conservation Hilcorp Alaska LLC, Susan Dionne Pad

The Alaska Department of Environmental Conservation (Department) has made a preliminary decision to approve Hilcorp Alaska, LLC application for Air Quality Control Minor Permit AQ0815MSS01 for the Susan Dionne Pad.

Activity:         Hilcorp Alaska, LLC’s application is classified under 18 AAC 50.502(c)(4) for an increase in the emissions of NOx that are greater than 40 tpy at an existing stationary source, which has a current PTE of less than 40 tpy. Their application is also classified under 18 AAC 50.508(5) for ORLs to avoid classification as a major source of HAPs.

Emissions:     44.1 tpy NOx, 73.9 tpy CO, 1.4 tpy (each) PM-10 and PM-2.5, 23.8 tpy VOC, and 0.6 tpy SO2.

ADEC Preliminary Review: Based on review of the application, the Department drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. The Department will consider all comments received and make any changes it finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. The Department will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if the Department finds that good cause exists.
