Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that the Municipality of Anchorage d/b/a Anchorage Water and Wastewater Utility (AWWU) filed TA167-122, proposing to incorporate a Fire Sprinkler System Pressure Rebate Program in its tariff. AWWU is currently in the process of consolidating and simplifying water pressure zones in AWWU’s service area, as was recommended in AWWU’s 2012 Water Master Plan. As part of this process, AWWU is proposing to offer rebates for the retrofitting of fire sprinkler systems in specific parts of its service area.

With TA167-122, AWWU proposes a voluntary and limited rebate program to reimburse customers equipped with fire sprinkler systems that are rendered inadequate due to the pressure decrease associated with a pressure zone modification project in northeast Anchorage. The proposed tariff provisions provide that AWWU will contact potentially eligible customers and mail a rebate application and agreement with rebate rules and requirements. AWWU proposes that the maximum amount of the rebate will be determined on a per property basis and will be the lesser of: 1) actual expenses, without markup, for design and engineering for permitting, permit fees, inspection fees, labor, equipment, materials, contractors, and other costs directly related to the proposed retrofit, or 2) $35,000 per property.

AWWU proposes that eligible expenses for the rebate will not include any amounts related to correction, improvement, maintenance, or repair of a customer’s existing fire sprinkler system and ineligible expenses will be the responsibility of the customer. In addition, all fire sprinkler system retrofits agreed upon by AWWU and the customer installed as part of the rebate will be property of the customer and the customer will be responsible for maintenance and future improvements. AWWU also proposes that if a customer does not contact or coordinate with AWWU for fire system analysis by December 31, 2021, the customer’s eligibility to participate in the rebate programs is at the discretion of AWWU’s Utility Manager. Finally, AWWU proposes that eligible improvements must be completed, inspected, and proof of completion and payment within 45 days of completion of work and by December 31, 2022 to receive the rebate.
