Public Noticeof an Application Package for an Oil Discharge Prevention and Contingency Plan, Eni US Operating Co. Inc.

PUBLIC NOTICE STATE OF ALASKA
DEPARTMENT OF ENVIRONMENTAL CONSERVATION

An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute
46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Proposed Activity: Review of a new application package for an Oil Discharge Prevention and Contingency Plan (plan) that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of North Slope Alaska Oil and Gas Exploration and Production Operations. This new plan combines previous Eni US Operating Co. Inc. (Eni) approved plans Nikaitchuq Oil and Gas Production Operations Plan# 16-CP-5116 and Oooguruk Development Project Plan# 16-CP-5122. Eni will conduct operations of the Nikaitchuq and Oooguruk Production Facilities on and adjacent to the Beaufort Sea, including drilling, production, and non-crude oil storage. Nikaitchuq Production Facility includes the Oliktok Production Pad, Spy Island Drill Site, Nikaitchuq Operations Center, and the Kuparuk Pipeline Tie-In Pad where the Eni crude oil transmsision pipeline (COTP) connects to the ConocoPhillips owned Kuparuk COTP. Oooguruk Production Facilities consist of the Oooguruk Drill Site and the Oooguruk Tie-In Pad. The plan proposes to address an adjusted response planning standard (RPS) of 400 bbl for the largest oil storage tank, a 5,262 bbl RPS for assisted lift production well blow out, a 236,842 bbl RPS for a winter exploration well blow out, and an adjusted Crude Oil Transmission Pipeline (COTP) RPS of 3,918 bbl. The summer response scenario is written to include a response up to 5,000 barrels a day for 15 days to total 75,000 bbl.

Location: Operations are located to the west of the Milne Point Unit at the northern boundary of the Kuparuk River Units. Operations are conducted at onshore and offshore facilities on the Beaufort Sea, North Slope, Alaska.

Potential Results: A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on December 17, 2020 and ends on January 18, 2021. Requests for additional information and comments must be received by 11:59 pm on January 18, 2021. It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

The department will hold a public hearing on the plan application if it determines that good cause exists.  Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation, at the above address prior to January 3, 2021.
