NOTICE OF TIMBER SALE AUCTION

 

The State of Alaska, Department of Natural Resources, Division of Forestry, gives notice under A.S. 38.05.945 that certain timber will be sold at 10:00 a.m. prevailing time on DECEMBER 14, 2020 at the Fairbanks Area Office, 3700 Airport Way Fairbanks, Alaska.  The Director of the Division of Forestry has made a written finding under A.S. 38.05.035(e) that the sales will be in the best interest of the State.  The Division of Forestry is offering AT LEAST 9 Timber Sales in the Fairbanks AND Delta Areas.  All sales have all-season or winter-only access.

 

NC-1580-F Cache Creek Birch Mile 7: a 16.6-acre single-unit birch sale in the Tanana Valley State Forest with all-season access. Pink timber harvest boundary flagging is used for boundary marking along with painted blue trees along the exterior unit boundaries.  Sale located in the Cache Creek Road area of the Tanana Valley State Forest approximately 23 road miles NW of the Fairbanks Area Forestry Office. Sale is adjacent to the west (upslope) side of Cache Creek Road at 6.5 miles, which is accessed from Murphy Dome Road. The sale area is located within Sections 22-23, Township 1 North, Range 4 West, Fairbanks Meridian, Alaska.  The estimated volume is 146 CCF and the opening bid is $3,201.78.  Performance bond for the sale is $320.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

 

NC-1610-F Flat Birch:  a 34.5-acre single-unit birch sale in the Tanana Valley State Forest with all-season access. Sale is in the Two Rivers Road area of the Tanana Valley State Forest approximately 36 road miles NE of the Fairbanks Area Forestry Office. Sale is adjacent to the south (downslope) side of Two Rivers Road approximately 10 miles’ drive from Chena Hot Springs Road. The sale area is located within Sections 8 and 9, Township 1 North, Range 4 East, Fairbanks Meridian, Alaska. The estimated volume if 401 CCF and the opening bid is $8,793.93.  Performance bond for the sale is $880.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

 

NC-1637-F Halfaspruce #3:  a 35.1-acre single-unit white spruce saw log sale in the Tanana Valley State Forest with all season access. Pink timber harvest boundary flagging is used for boundary marking along with painted blue trees along the exterior unit boundaries.  Sale is in the Skinny’s Road area of the Tanana Valley State Forest approximately 34 road miles west of the Fairbanks Area Forestry Office. Sale is 3.8 miles down the main Skinny’s Road from the Parks Highway, then 1.1 miles of spur road. The sale area is located within Section 21, Township 2 South, Range 5 West, Fairbanks Meridian, Alaska. The spur road must be extended to reach the sale; see Improvements.  The estimated volume if 519 CCF and the opening bid is $14,962.77.  Performance bond for the sale is $1,500.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge. In addition, a project bond of $250.00 is required for the road construction. 

 

NC-1655-D Mississippi Salvage #12:  Sale is a 23.6-acre single-unit white spruce salvage sale on Forest-classified State land with winter access only. The stand was killed in the Mississippi Fire of 2013. Exterior unit boundaries have not been marked.  Sale is located west of the Whitestone Ice Bridge Crossing of the Delta River, approximately 14 road miles NW of the Delta Forestry Office. The Whitestone Crossing is open seasonally to the public and accessed from Spengler Road, then across 5 miles of the Delta Creek Winter Road. From the Delta Creek Winter Road, sale is accessed from the south via 1.3 mi of existing winter road and new construction of 0.2 mi of winter road. The sale area is located within Section 17, Township 9 South, Range 9 East, Fairbanks Meridian, Alaska.

 0.2 miles of winter road may need to be constructed to complete access into the sale; however, the route is through small stature fire-killed vegetation. Forestry does not estimate significant additional expense to the Purchaser, and accordingly no deduction is made for improvement costs.  The estimated volume if 118 CCF and the opening bid is $2,360.00.  Performance bond for the sale is $250.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

 

NC-1656-D Mississippi Salvage #13:  a 44-acre single-unit mixed white spruce salvage sale on Forest-classified State land with winter access only. The stand was killed in the Mississippi Fire of 2013. Exterior unit boundaries have not been marked.  Sale is located west of the Whitestone Ice Bridge Crossing of the Delta River, approximately 14 road miles NW of the Delta Forestry Office. The Whitestone Crossing is open seasonally to the public and accessed from Spengler Road, then across 4.5 miles of the Delta Creek Winter Road. From the Delta Creek Winter Road, sale is accessed from the NW via 0.4 mi of existing winter road and new construction of 0.3 mi of winter road. The sale area is located within Section 15, Township 9 South, Range 9 East, Fairbanks Meridian, Alaska.  0.3 miles of winter road may need to be constructed to complete access into the sale; however, the route is through small stature fire-killed vegetation. Forestry does not estimate significant additional expense to the Purchaser, and accordingly no deduction is made for improvement costs.  The estimated volume if 220 CCF and the opening bid is $4,400.00.  Performance bond for the sale is $440.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

 

NC-1705-D Rowland #2: a 77.6-acre single-unit white spruce sawlog sale in the Tanana Valley State Forest with all-season access. Sale is located along the Pogo Mine Road within the Tanana Valley State Forest approximately 93 road miles SE of the Fairbanks Area Forestry Office (34 mi N of Delta Forestry). Sale is adjacent to the north (upslope) side of Pogo Mine Road at 12.9 miles, which is accessed from the Shaw Creek Road and Richardson Highway. Pogo Mine Road is closed to the public, and Purchaser’s staff must comply with Pogo Gate Security requirements. The sale area is located within Section 1, Township 7 South, Ranges 9 East, and Section 6, Township 7 South, Range 10 East, Fairbanks Meridian, Alaska. The estimated volume if 2,199 CCF and the opening bid is $63,397.17.  Performance bond for the sale is $6,400.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

 

NC-1707-D Deja View #2:  Sale is a 73.6-acre single-unit white spruce sawlog sale in the Tanana Valley State Forest with all-season access. Pink timber harvest boundary flagging is used for boundary marking along the exterior unit boundaries.  Sale is located at the end of Quartz Lake Extension Road in the Tanana Valley State Forest approximately 98 road miles SE of the Fairbanks Area Forestry Office (21.5 mi N of Delta Forestry). Sale accessed along 8.5 miles Quartz Lake Extension Road, which is accessed from Quartz Lake Access Road and the Richardson Highway. The sale area is located within Section 12, Township 8 South, Range 10 East, Fairbanks Meridian, Alaska. Quartz Lake Extension Road must be extended to reach sale; see Improvements.  0.1 mi of all-season SECONDARY road is required to reach the lower end of the sale. Due to the short length of this road, Forestry does not estimate significant additional expense to the Purchaser, and accordingly no deduction is made for improvement costs.  The estimated volume if 1,830 CCF and the opening bid is $52,758.90.  Performance bond for the sale is $5,300.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

 

NC-1805-F Skinny’s Fire SalvageSale is a 36.1-acre single-unit white spruce salvage sale in the Tanana Valley State Forest with all-season access. The stand was killed in the 2013 Skinny’s Fire. Pink timber harvest boundary flagging is used for boundary marking along the exterior unit boundaries.  Sale is in the Skinny’s Road area of the Tanana Valley State Forest approximately 31 road miles W of the Fairbanks Area Forestry Office. Sale is on a slope accessed via 2 miles of spur roads, which connect to the Parks Highway. A DNR Land Use Permit will be required for the road access for the operator across DNR land.  The sale area is located within Section 19, Township 2 South, Range 5 West, Fairbanks Meridian, Alaska.  0.3 mi of all-season road is required to reach the lower end of the sale.  The estimated volume if 541 CCF and the opening bid is $10,820.00.  Performance bond for the sale is $1,100.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge. In addition, a project bond of $250.00 is required for the road construction. 

 

NC-1808-F Big Bend SpruceSale is a 10-acre single-unit white spruce sawlog sale in the Tanana Valley State Forest with all-season access. Pink timber harvest boundary flagging is used for boundary marking along with painted blue trees along the exterior unit boundaries.  Sale is in the Pleasant Valley area of the Tanana Valley State Forest approximately 35 road miles E of the Fairbanks Area Forestry Office. Sale is 2 miles down Hipas Road, which is accessed from Chena Hot Springs Road. The sale area is located within Section 6, Township 1 South, Range 5 East, Fairbanks Meridian, Alaska.  No new road construction is required for this sale.

The estimated volume if 165 CCF and the opening bid is $4,756.95.  Performance bond for the sale is $500.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

 

Pursuant to AS 38.05.945(a)(e) this notice is intended to inform the public that the Division of Forestry has made a final determination under AS 38.05.035(e) that these timber sales are in the best interest of the State and has decided to initiate these forest management actions. The public is invited to review the decision documents.  Copies of the decision documents, including the prospectus, sample contract, cruise information, appraisals, bid forms and the Director’s written decision under A.S. 38.05.035(e) and other pertinent information are available at the Fairbanks Area Office, 3700 Airport Way Fairbanks, Alaska or by mail at the same addresses. You may call the Fairbanks Office for information at 907-451-2600.  Decision documents may also be viewed on the Division of Forestry’s website: http://forestry.alaska.gov/timber/fairbanks.   

The State neither expressly nor implicitly warrants its quantity estimate, or the quality or marketability of the timber sold.  Prospective bidders should visit the site and evaluate the timber before bidding.  Estimates are used only to establish the minimum bid.  Each operator is required to estimate his own costs and bid accordingly. The Fairbanks-Delta Area auction held by the Alaska Division of Forestry will be a sealed bid auction. The sealed bids will be opened by the Forester-in-charge at 10:00 AM December 14th, 2020. Due to COVID-19 pandemic constraints, bidders will receive notification solely through phone, email or mail.  To qualify for bidding, all bidders must at the time of auction submit a current Alaska Business License and the minimum bid deposit specified above, in the form of cash, certified check, cashier’s check, money order, or any combination thereof, payable to the State of Alaska, Department of Natural Resources.  Personal checks will not be accepted for the opening bid deposit.  If bidding as an agent for an individual, partnership, or corporation, prior to the opening of the submitted bid, the agent must present a notarized power-of-attorney authorizing such agency to the auctioneer.  No agent may represent more than one principal or bid in competition with the agent's principal.  If no qualified bid is received within the time specified during the auction, the Division of Forestry may offer the sale for purchase over the counter without re-advertisement for not less than the advertised minimum bid. The State reserves the right to reject any or all bids.  Unless all bids are rejected, the State will award the sale to the responsible qualified bidder offering the highest total bid value for all the timber.  The successful bidder's bid deposit will forfeit to the State as liquidated damages, and the successful bidder will lose all claim to the contract, if the bidder does not execute the contract and furnish a satisfactory performance bond within 30 days of receipt of the contract for execution.  The performance bond, plus any project bonds will be in the form of cash or certificate of deposit.  Prior to execution of the contract the successful bidder must schedule a pre-operation meeting to review the contract and submit a logging plan.
