Notice of Public Notice State of Alaska Department of Environmental Conservation ConocoPhillips Alaska Inc. Alpine Central Facility

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve ConocoPhillips Alaska, Inc. application for Air Quality Control Minor Permit AQ0489MSS12 for the Alpine Central Facility.

Applicant:     ConocoPhillips Alaska, Inc., P.O. Box 100360, Anchorage, AK 99510-0360

Location:          UTM Coordinates Zone 5: Northing: 7805500 Easting: 578000

Activity:           ConocoPhillips Alaska, Inc.’s application is classified under 18 AAC 50.502(c)(3) for an increase in SO­­­2 emissions greater than 10 tpy at an exisiting stationary source; under 18 AAC 50.508(5) to establish Owner Requested limits to avoid permitting under 18 AAC 50.502(c)(3) and 50.316; and under 18 AAC 50.508(6) to revise the terms and conditions of an existing Title I permit.

Emissions:       Emissions decreases will be 350 tpy NOx, 36 tpy CO, and 69 tpy VOC based on potential to emit (PTE). Emissions increases will be 5 tpy PM-2.5, 5 tpy PM-10, and 19 tpy SO2 based on PTE.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
