Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Golden Valley Electric Association (GVEA) filed TA339-13 and TA340-13. With TA339-13, GVEA requests the Commission acknowledge Amendment Number 4 to GVEA’s Amended Fuel Supply Agreement (Fourth Amendment) with Petro Star Inc. (Petro Star), effective October 15, 2020.

The Fourth Amendment is for a five-year period and sets forth the terms for the storage, supply, and transport of heating oil and diesel fuel for GVEA’s Frame 5 and 7 oil-fired generating units. The Fourth Amendment obligates Petro Star to supply 100 percent of the diesel and heating oil GVEA needs to operate its Frame 5 and Frame 7 units. Petro Star will provide delivery to GVEA’s North Pole units via a pipeline from its North Pole Refinery at no additional cost to GVEA.

GVEA and Petro Star have agreed to changes in pricing discounts for the various fuel oils to account for the reduced transportation fees and Petro Star’s capital costs for the pipeline. If, as a result of unforeseen circumstances, Petro Star is unable to meet all of GVEA’s fuel needs, GVEA may purchase fuel from a third-party supplier and recover from Petro Star the difference between the applicable Petro Star fuel price and the price of the replacement fuel, including all transportation costs. With TA339-13, GVEA filed a petition to classify the pricing provisions in the Fourth Amendment as confidential.

As part of the Fourth Amendment, GVEA and Petro Star have agreed to a fee structure for 30,000 barrels of monthly fuel oil storage. With TA340-13, GVEA proposes to add associated storage fees reflected in the Fourth Amendment as an element of its Cost of Power Adjustment surcharge calculation. The storage costs are fixed, flat rates for the five-year term of the Fourth Amendment.
