Notice of Public Notice State of Alaska Department of Environmental Conservation Alaska Gasline Development Corporation Liquefaction Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alaska Gasline Development Corporation’s (AGDC’s) application for Air Quality Control Construction Permit AQ1539CPT01 for the Liquefaction Plant.

Activity:          The application for Construction Permit AQ1539CPT01 is classified under 18 AAC 50.306 to establish a new Prevention of Significant Deterioration (PSD) major stationary source to process, store, and load liquefied natural gas (LNG) for shipment of Alaska’s North Slope natural gas to outside markets. The project is also classified under 18 AAC 50.316 as a major source of Hazardous Air Pollutants for formaldehyde and ethylbenzene.

Emissions:      PTE for this source is 3,685 tpy for NOx, 11,927 tpy for CO, 1,303 tpy for PM-2.5/PM-10/PM, 183 tpy SO2, 24,655 tpy VOC, and 8,575,640 tpy for CO2e.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Preliminary Construction Permit AQ1539CPT01 was originally open to public comment from September 11, 2020 to October 11, 2020. ADEC previously extended the public comment period by an additional 30 days to November 10, 2020 to grant more time for review, as was requested by the National Park Service and Sara Laumann on behalf of the National Parks Conservation Association. ADEC is now extending the public comment period by an additional 30 days to December 10, 2020 to allow the public extra time to see all the materials the applicant submitted, and the material used by ADEC to make a preliminary decision.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 90 days after the first publication date of September 11, 2020. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
