NOTICE OF APPLICANT REVIEW OF AN
ALASKA POLLUTANT DISCHARGE ELIMINATION SYSTEM (APDES)
PROPOSED FINAL INDIVIDUAL  PERMIT
TO DISCHARGE TO WATERS OF THE UNITED STATES

Following the close of a 30-day, public notice and review period, DEC has prepared a proposed final APDES individual permit AK001155 - Kenai Liquified Natural Gas (LNG), LLC, Kenai LNG Plant (Permit). Prior to making the final decision to issue the Permit, DEC invites you to view the proposed final permit and associated documents. You can access the Proposed Final Permit and associated documents at the DEC website (http://dec.alaska.gov/water/wastewater/) under the Notice of Review section.

Proposed Permit Coverage:

The Kenai LNG Plant is an existing natural gas processing plant with recent upgrades for processing incoming LNG that discharges industrial and domestic wastewater through a single outfall (Outfall 001) into Cook Inlet, Alaska, located at 60° 40’ 41” North and 151° 23’ 37” West. The added facility upgrades do not increase the discharge flow or constituents found in the wastewater. The permit will authorize the combined discharge of non-domestic and domestic wastewater up to a maximum daily rate of 350,000 gallons per day. The permit will establish limits for both non-domestic and domestic wastewater constituents and includes both acute and chronic mixing zones for total residual chlorine, copper, pH, temperature, and chronic toxicity.   

Determination:

DEC proposes to issue the above listed permit.

Public Comments:

Comments from the general public were accepted during the Public Notice period from September 22, 2020 through October 23, 2020 and will not be accepted during this review period.

The deadline for proposed final permit review comments by the applicant is:
November 6, 2020, 5:00 pm Alaska Standard Time.

The APDES Proposed Final Permit, Fact Sheet and associated documents are available for public review at the DEC offices located in Anchorage, Fairbanks, Juneau, Wasilla, and Soldotna. Please contact the office of your choice to arrange for hard copies of the documents to be made availble.
