The Alaska Department of Transportation and Public Facilities (DOT&PF), in partnership with the Federal Aviation Administration (FAA), is soliciting comments and information for a proposed project to improve the Noorvik Airport. The purpose of the proposed action is to rehabilitate the airport runway to meet FAA standards and reestablish safe and efficient surfacing for the aviation operations. The runway shoulders are sloughing just outside the runway limits resulting in significant longitudinal cracking and settling. Inattention to this problem will result in impact to the runway and significant future M&O costs. The overall need for the proposed action is to maintain the existing level of safe, reliable year round air access to the community of Noorvik.

The proposed project will include:

  • Airport Improvements;
  • Rehabilitate the runway, taxiway, and apron and airport and wind cone access road;
  • Embankment slopes will be stabilized;
  • Clearing of any obstructions, brush, and trees within the critical area Runway Protection Zones (RPZ), and Runway Safety Area (RSA), taxiway and apron;
  • Apply dust palliative to runway surfaces including the taxiway and apron;
  • Replace or rehabilitate the segmented circle and lighted wind cone;
  • Replace or rehabilitate the runway and taxiway lighting system;
  • Replace or rehabilitate the Precision Approach Path Indicator (PAPI).

Project work limits consists of the disturbed footprint of the runway, taxiway, apron, service road and embankments. There may be limited amount of work beyond the existing embankments.

It is anticipated an existing local material site owned by Nana Regional Corporation, Inc., would be used for borrow and subbase material and, if needed, could include expansion of existing material sites. Material will be temporarily stockpiled on a staging area at the material site or on the existing airport apron embankment. Material will be hauled to the project location by an existing road.

 

This project is being developed in accordance with the following Executive Orders (EO):
EO12898 Environmental Justice,
EO 11990 Wetland Involvement,
EO 11593 Protection and Enhancement of Cultural Resources,
EO11988 Floodplain Management,
and EO13112 Invasive Species, as amended by EO 13751.
