SUPPLEMENTAL NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE ALASKA BIG GAME COMMERCIAL SERVICES BOARD

Brief Description: The Big Game Commercial Services Board proposes to add professional public involvement requirements for license holders.

The Big Game Commercial Services Board (Board) proposes to adopt regulation changes in Title 12, Chapter 75 of the Alaska Administrative Code including the following:

12 AAC 75.150. Professional development for, master guide-outfitter, registered guide-outfitter, and transporter licensees, is a proposed new section to add professional public involvement requirements for license holders.

This is a SUPPLEMENTAL NOTICE adding to the NOTICE OF PROPOSED CHANGES that was issued on August 13, 2020, concerning these proposed regulation revisions contained in the Department of Law file number 2020200533. This SUPPLEMENTAL NOTICE is being issued because the Board has decided to extend the written comment period and hold oral hearings on those proposed revisions. The hearings will be held on December 1, 2020 via zoom/video and teleconference. You may participate via www.zoom.us by entering Meeting ID: 977 0377 6111 Access Code 053109, or you may participate via teleconference by calling 346-248-7799, 408-638-0968, or 669-900-6833 and enter the Meeting ID and Access Code noted above. Due to public health and safety concerns associated with the COVID-19 pandemic, there will not be in-person attendance provided at the hearing site, so please prepare to share your oral comments by zoom/video or telephone only. The hearings are scheduled from 9:30 a.m. to 10:15 a.m. and at 1:30 p.m. to 2:15 p.m., and priority will be given to commenters on the line before the beginning of the hearings, respectively. The hearings may be extended to accommodate those on the line before 9:30 a.m. or 1:30 p.m., respectively, who did not have an opportunity to comment. Before the start of the hearings, the chair of the Board may limit the time allotted for each person providing oral testimony, as reasonably necessary to conclude the hearings in the time provided. If you previously submitted written comments under the August 13, 2020 Notice of proposed Changes, you need not resubmit those comments under this notice as those comments are part of the record and will be considered by the Board.

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Jun Maiquis, Regulations Specialist, Division of Corporations, Business and Professional Licensing, P.O. Additionally, the Board will accept comments by facsimile at (907) 465-2974 and by electronic mail at RegulationsAndPublicComment@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System by accessing this notice on the system at http://notice.alaska.gov/199869, and using the comment link. The comments must be received not later than 4:30 p.m. on November 20, 2020.

Box 110806, Juneau, AK  99811-0806 or by e-mail at RegulationsAndPublicComment@alaska.gov. The questions must be received at least 10 days before the end of the public comment period. The Board will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System and on the Board’s website at https://www.commerce.alaska.gov/web/cbpl/ProfessionalLicensing/BigGameCommercialServicesBoard.aspx. The Board may, but is not required to, answer written questions received after the 10-day cut-off date and before the end of the comment period.

The language of the final regulation may be different from that of the proposed regulation. You should comment during the time allowed if your interests could be affected. Public comments and questions received are public records and are subject to public inspection.
