DOT&PF Notice to Begin Engineering & Environmental Studies: Juneau Mendenhall Loop Road: Egan Drive to Stephen Richards Resurface

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to resurface Mendenhall Loop Road, from Egan Drive to the intersection of Trinity Drive. The project is located in Mendenhall Valley, west of downtown Juneau, Alaska.

The purpose of the project is to restore the Mendenhall Loop Road from Egan Drive to Trinity Drive to a condition that better serves the public and extend the service life of the existing pavement. The project is needed because joints are failing, the surface is rutting, and the life of the existing pavement has been exhausted.  

The proposed project would:
• Mill and replace the existing pavement surface
• Replace or line culverts as necessary
• Upgrade current lighting to LED
• Upgrade or replace curbs, curb-ramps, and sidewalks as needed
• Apply new striping and signage as needed.

Construction is projected for 2022.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017, and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., essential fish habitat, eagles, and cultural or historic properties.

• National Historic Preservation Act – Section 106      
• U.S. Fish and Wildlife Coordination Act
• U.S. Department of Transportation – Section 4(f)
 
DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
