Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that the Municipality of Anchorage d/b/a Municipal Light and Power (ML&P), filed TA379-121, seeking approval of the Eklutna Power Purchase Agreement (Eklutna PPA) and Amendment No. 1, between the Municipality of Anchorage (MOA) and Matanuska Electric Association, Inc. (MEA). 

ML&P is a department of the MOA and provides retail electric service in a portion of the MOA. Chugach Electric Association, Inc. (Chugach) is a provider of retail and wholesale electric service in Southcentral Alaska, including portions of the MOA. With Order No. U-18-102(44)/U-19-020(39)/U-19-021(39), the Commission approved, subject to conditions, the purchase of most of the assets of ML&P by Chugach. Excluded from that transaction was ML&P’s ownership interest in the generation assets of the Eklutna Hydroelectric Project (Eklutna). ML&P, Chugach, and MEA each own an undivided interest in Eklutna, 53.33 percent, 30 percent, and 16.67 percent, respectively. 

Under the Eklutna PPA, the MOA has agreed to sell, and MEA has agreed to purchase, 35.71 percent of ML&P’s share of Eklutna for a period of 35 years, which equals 19.05 percent of the total Eklutna facility output. The MOA will be responsible for all of the operations, maintenance, capital, and environmental compliance costs of the 19.05 percent portion of Eklutna under the Eklutna PPA.

The contract price during the first year will be equal to 85 percent of MEA’s tariffed avoided cost rate as of January 1 of that year. The contract price will increase by 1 percent on January 1 of each year and will reset on January 1 of every third year to 85 percent of the then effective MEA tariffed avoided cost rate.
