Bison Gulch Parking Area and Trail Enhancement (FLAP) Notice of Online Open House

This public notice is to inform the public of an upcoming online open house for the Bison Gulch Parking Area and Trail Enhancement project.

This project will be conducted by the Alaska Department of Transportation and Public Facilities (DOT&PF), Denali Borough, and the National Park Service (NPS) to relocate the Mt. Healy/Bison Gulch Trail parking area from the east side of the Parks Highway to the west side.

The purpose of this project is to improve access to Mt. Healy for recreational purposes.  The current location of the parking lot access Mt. Healy is on the east side of the Parks Highway near Bison Gulch while Mt. Healy is located on the west side of the Parks Highway.  This causes pedestrians to cross the Parks Highway in a location positioned in the center of horizontal and vertical curves, resulting in poor sight visibility.  By relocating the parking lot onto the west side of the Parks Highway closer to Antler Creek, trail users will have direct access from a parking area to a new trailhead location.

The online open house will be available at the following link: https://storymaps.arcgis.com/stories/c28faf27fd3e43b1a687063883b0f458 or can be accessed through the project website: http://dot.alaska.gov/nreg/bison-gulch/.  The DOT&PF invites members of the public to submit comments by email to jennifer.wright@alaska.gov.  The online open house will be available and public comment period extend from September 18, 2020 to October 9, 2020.

All public comments received will be recorded, transcribed, become a part of the public record, and may be subject to Freedom of Information Act requests.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this proposed project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and Memorandum of Understanding dated November 3, 2017 and executed by Federal Highway Administration (FHWA) and DOT&PF.

The following Executive Orders (EO) apply: EO 11593, Protection and Enhancement of Cultural Environment; EO 11988, Floodplain Management; EO 11990, Protection of Wetlands; EO 12898, Environmental Justice; and EO 13112, Invasive Species.
