Notice of Public Notice State of Alaska Department of Environmental Conservation Alyeska Seafoods Inc Unalaska Seafood Processing Facility

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit AQ0241TVP05 to the Unalaska Seafood Processing Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant:    Alyeska Seafoods, Inc.

Location:     53.88º North Latitude; 166.54º West Longitude
                    551 West Broadway, Unalaska, AK 99685-0530

Activity:     The Unalaska Seafood Processing Facility unloads raw fish and crab from fishing vessels at its loading dock and processes it into various marketable products.  Waste from these processes is converted to fishmeal in the fishmeal plant and prepared for shipment.

Application:   Alyeska Seafoods, Inc. applied for a renewal operating permit on July 2, 2020.

Emissions:      The potential annual emissions of regulated air pollutants at the source will not exceed: 292 tons of Nitrogen Oxides, 89.2 tons of Carbon Monoxide, 6.60 tons of Particulate Matter, 21.2 tons of Sulfur Dioxide, 10.4 tons of Volatile Organic Compounds, and 0.422 tons of Hazardous Air Pollutants.  The potential annual emissions for Greenhouse Gases are estimated at 34,999 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 419 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Unalaska Seafood Processing Facility.

Available Information: Copies of the permit application, draft operating permit, and draft statement of basis (SOB) are available at the following offices during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM:

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
