NOTICE OF PRELIMINARY DECISION
DESIGNATION OF MATERIAL SITE, ADL 421444
SAGAVANIRKTOK RIVER
AS 38.05.550(b) and AS 38.05.945
The Department of Natural Resources (DNR) received a request from Alyeska Pipeline Service Company, agent for the Trans-Alaska Pipeline System (TAPS) lessees, to extract up to 100,000 cubic yards of material within the floodplain of the Sagavanirktok River near Dalton Highway Milepost 374 (approximately 42 miles south of Pump Station One in Deadhorse) in order to support the repair and maintenance of flood control structures to protect the integrity of TAPS from flooding events and channel migration along the Sagavanirktok River.
Pursuant to AS 38.05.550-565, the requested material sale initiates the need to designate a material site. Proposed Material Site serialized as ADL 421444, encompasses approximately 320 acres of state land located below Ordinary High Water, in both the inactive and active portions of the floodplain, west of the main channel of the Sagavanirktok River within Sections 22, 23, 26, and 27, Township 4 North, Range 14 East, within the Umiat Meridian.
In accordance with AS 38.05.035(e), DNR has prepared a Preliminary Decision proposing to deny the designation of Material Site, ADL 421444, for AS 38.35 pipeline right-of-way purposes. The public is invited to review and comment on the Preliminary Decision. A copy of the Preliminary Decision can be found at http://dog.dnr.alaska.gov/Home/Newsroom or is available in hard copy at cost upon request. Comments must be received in writing by 5:00 p.m. on August 10, 2020, at the address below. To be eligible to appeal the Final Decision, under AS 38.05.035(i)-(m), a person must have submitted written comments during this comment period.
