The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit (ORL) approval AQ1608ORL01 to Alyeska Pipeline Service Company (Alyeska) for the Trans Alaska Pipeline System (TAPS) Mile Post 238 under Alaska Statute 46.14 and regulation 18 AAC 50.

Activity: Alyeska is planning to install a distillate oil-fired heat transfer system at MP 238 for seasonal crude heating to address integrity concerns about potential winter icing in the TAPS mainline. This public notice is for the draft ORL only.

Emissions: The potential to emit at the stationary source will not exceed 40 tons per year (TPY) by limiting sulfur content of the fuel burned by the emissions units at the stationary source. By limiting these emissions Alyeska avoids the requirement to obtain a minor permit under 18 AAC 50.502(c)(4) and a Title V permit under 18 AAC 50.326.

ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the TAPS Mile Post 238.

Available Information: Copies of the ORL application and ADEC’s preliminary approval are available at the following offices during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM:

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
