Notice of an Application for an Oil Discharge Prevention and Contingency Plan - Andeavor Logistics LP, Ocean Dock Terminal, Anchorage

An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute
46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Proposed Activity:      
Review of a Plan Renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Anchorage Terminal & Pipeline.  Anchorage Terninal #2 is located at1601 Tidewater Road, upon 10 acres leased from the port of anchorage. Anchorage Terminal 2 is a finished fuel terminal located within the secure area of the Port of Anchorage. Terminal operations encompass shipping and receiving of refined petroleum products via marine vessels (tank ships and barges) and pipelines. Products that may be stored or transferred include AVGAS, gasolines, diesels, Jet fuels, fuel additives, off-specification fuel and oily water. The Ocean Dock Terminal operates the fuel terminal located at 1076 Ocean Dock Road, Anchorage, Alaska The terminal stores and distributes fuel oils, jet fuels, and gasoline. The approximate daily throughput for all products handled at the Terminal is 1 to 2 million gallons per day. The Tesoro Alaska Pipeline (TAPL), transports refined petroleum products from the Kenai refinery to Anchorage. It is a 10-inch diameter pipeline approximately 68.7 miles long with block valves located approximately every 15 miles plus valves on either side of the Swanson River and Turnagain Arm Crossings. The pipeline is operated as a single DOT/PHMSA Response Zone. The products transported through the pipeline include gasoline, diesel and jet fuels. It has a maximum throughput of 48,000 barrels per day with both system pumps operating; however, the system generally operates at 24,000 to 44,000 bpd.

The public comment period for this application begins on June 15, 2020 and ends on July 16, 2020. Requests for additional information and comments must be received by 5:00 pm on July 16, 2020. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

The department will hold a public hearing on the plan application if it determines that good cause exists.  Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation, at the above address prior to July 1, 2020.
