Nuiqsut Power Plant
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve North Slope Borough, Public Works application for Air Quality Control Minor Permit AQ0352MSS02 for the Nuiqsut Power Plant.
Applicant: North Slope Borough, Public Works, P.O. Box 350, Utqiavik, AK 99723
Location: Latitude: 52º 42’ 45” N; Longitude: 174º 6’ 49” W
Activity: North Slope Borough, Public Works’ application is classified under 18 AAC 50.508(6) to revise the terms and conditions of a Title I permit and under 18 AAC 50.508(5) to establish ORLs to avoid minor permitting under 18 AAC 50.502(c)(3) for NOx, and being classified as a major stationary source for Title V permitting and HAPs.
Emissions: There will be an increase of 8.0 tpy NOx, 14.4 tpy CO, 2.0 tpy PM-10/PM-2.5, and 18.2 tpy SO2. There will be a decrease of 1.4 tpy VOCs.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
