Notice of an Application for an Oil Discharge Prevention and Contingency Plan Amendment, Hilcorp Alaska LLC.

An application package for an Oil Discharge Prevention and Contingency Plan amendment, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Proposed Activity:
Review of a major amendment application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Milne Point Unit (MPU), Endicott, Greater Prudhoe Bay (GPB), and Northstar. The amendment application is submitted to address the addition of GPB facilities to the Oil Discharge Prevention and Contingency Plan. MPU consists of a central facilities pad with operations and processing facilities, oil piping, oil storage tanks, and 15 gravel pads with approximately 125 production wells. Endicott is an offshore facility comprised of three manmade gravel island s which include production wells, a processing facility, oil storage tanks, and accompanying oil piping. Northstar is a self-contained offshore manmade gravel island which consists of a processing facility, production wells, oil piping, and oil storage tanks. GPB is the largest facility with over 1,000 production wells and more than 40 gravel pads, 7 processing centers, a crude oil topping refinery unit, numerous oil storage tanks, and associated oil piping, including crude oil transmission pipelines.

Greater Prudhoe Bay, North Slope, Alaska. MPU is 25 miles northwest of GPB, Endicott is 15 miles east of GPB, and Northstar is located about 6 miles offshore of Point McIntyre

Potential Results:
A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on February 7, 2020 and ends on March 23, 2020. Requests for additional information and comments must be received by 5:00 pm on March 23, 2020. It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

The department will hold a public hearing on the plan application if it determines that good cause exists.
