Notice of Public Notice State of Alaska Department of Environmental Conservation ConocoPhillips Alaska, Inc. Greater Mooses Tooth 1/Mooses Tooth 6

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permit AQ1484MSS02 to ConocoPhillips Alaska, Inc. (CPAI)’s for the Greater Mooses Tooth 1/Mooses Tooth 6 (GMT1/MT6) stationary source.

Location: Latitude: 70.2543 North; Longitude: 151.4835 West

Activity: The minor permit is classified under 18 AAC 50.508(6) to revise or rescind terms and conditions of a Title I permit. CPAI requested to remove drill rig specific emission units and conditions in order to transition coverage of drilling operations under ADEC’s Minor General Permit 2 (MG2). Only conditions being revised in response to the application and as described in the technical analysis report are open to public comment.

Emissions: Potential emissions at the stationary source will not exceed 74.6 tpy of NOx, 67.0 tpy of CO, 98.7 tpy of VOC, 4.5 tpy of particulate matter, and 5.8 tpy of SO2.

ADEC Preliminary Review: Based on review of the application, ADEC drafted preliminary permit decisions for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
