The Department of Health and Social Services, Division of Health Care Services is reviewing current Medicaid telemedicine regulations and previously proposed Medicaid telemedicine regulation changes with the intent to define or redefine key terms (e.g., facilitation, consultation, distant provider); establish clear and concise requirements regarding modes of delivery, location of telemedicine services, and conditions of payment; and prevent over-utilization and/or misuse of telemedicine modes of delivery.

The purpose of this notice is to ask Medicaid-enrolled providers, healthcare professional organizations, Medicaid recipients, and the general public for ideas and suggestions for possible updates or revisions to these regulations. Ideas and suggestions can be as broad or as narrow, or as general or specific as a submitter may wish, but they should pertain only to Medicaid telemedicine services and the Alaska Administrative Code chapters cited above.

If and when the Division of Health Care Services drafts new proposed regulations or amendments related to Medicaid telemedicine, those proposed revisions will be noticed and made available for public review and comment under the Administrative Procedure Act AS 44.62.

You may submit ideas and suggestions in person or telephonically at a public scoping session to be held on January 15, 2020 at the Frontier Building, 3601 C Street, Suites 890/896, Anchorage, AK 99503. The scoping session will begin at 1:30 p.m. AKST and will end when those who have called in or signed up participate before 4:00 p.m. AKST have had the opportunity to comment. If you wish to give your comments via telephone, please call 800.757.7641. The facilitator may limit each participant’s length of comments to allow enough time for all those who have called in or signed up and timely registered to participate.
