Notice of Review of an Alaska Pollutant Discharge Elimination System Draft Individual Permit to Discharge to Waters of the United states - Shoreside Petroleum Inc, Cordova Bulk Fuel Facility

DEC has prepared an APDES Preliminary Draft Individual Permit, AK0036994 - Shoreside Petroleum Inc.(SPI), Cordova Bulk Fuel Facility  (Permit). The Preliminary Draft Permit, Fact Sheet, and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Permit Coverage:
The Permit is a marine oil transfer facility, owned and operated by SPI and located on Orca Inlet approximately one mile north of the community center of Cordova. The facility consists of two separate tank farms (the upper and lower tank farms) with above ground fuel storage tanks, a truck rack, warehouse/office, and an oil/water separator. The tank farms and truck rack include secondary containment areas (SCAs). During periods of rain, industrial discharges to Orca Inlet will be permitted to occur from:

  • Outfall 001 – Lower Tank Farm
  • Outfall 002 – Upper Tank Farm

Deadline for Written Applicant Review Comments:
The deadline for proposed final permit review comments by the applicant is December 9, 2019 5:00 p.m. Alaska StandardTime.

The APDES Preliminary Draft Permit, Fact Sheet, and associated documents are available for public review at the DEC offices located in Anchorage, Fairbanks, Juneau, Wasilla, and Soldotna. Please contact the office of your choice to arrange for hard copies of the documents to be available for your review.
