Notice of Review of an Alaska Pollutant Discharge Elimination System Preliminary Draft Individual Permit to Discharge to Waters of the United states - Petro Star Inc., Kodiak Terminal

DEC has prepared an APDES Preliminary Draft Individual Permit, AK0029441 - Petro Star Inc. (PSI), Kodiak Terminal (Permit). The Preliminary Draft Permit, Fact Sheet, and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Permit Coverage:
The proposed permit authorizes discharges from a bulk fuel storage facility located on the northern shore of St. Paul Harbor, in the city of Kodiak, Alaska. The facility receives diesel fuel and gasoline from barges and distributes product via tanker trucks to local land-based users. In addition, the facility refuels vessels moored to their 200-foot dock located on St. Paul Harbor. Facility components include bulk fuel storage tanks, a truck loading rack, a mooring area/dock, and secondary containment areas (SCAs) that accumulate precipitation that needs to be discharge periodically. The reissuance of the Permit will provide continued coverage for:

  • Outfall 001 – Truck Loading Rack SCA,
  • Outfall 002 – Tank Farm #1 SCA, and
  • Outfall 003 – Tank Farm #2 SCA.

Deadline for Written Applicant Review Comments:
The deadline for proposed final permit review comments by the applicant is December 9, 2019 5:00 p.m. Alaska Standard Time.

The APDES Preliminary Draft Permit, Fact Sheet, and associated documents are available for public review at the DEC offices located in Anchorage, Fairbanks, Juneau, Wasilla, and Soldotna. Please contact the office of your choice to arrange for hard copies of the documents to be available for your review.
