Notice of an Application for the Operation of a Biosolids Treatment Facility in Juneau, Alaska, Mendenhall Wastewater Treatment Plant, City and Borough of Juneau

The Alaska Department of Environmental Conservation (ADEC) has determined that the permit application, submitted by the City and Borough of Juneau for operation of a Biosolids Treatment Facility in Juneau, Alaska, is complete. ADEC is proposing to issue Solid Waste Permit #SWZA106-24 to the City & Borough of Juneau for the treatment of solid waste.

PROJECT DESCRIPTION:
Location: Mendenhall Wastewater Treatment Plant, 2009 Radcliffe Road, Juneau, within Section 36, Township 40S, Range65E, Copper River Meridian.

The applicant proposes to utilize a Veolia BioCon® dual-belt thermal dryer to treat sewage solids from its three wastewater treatment plants to create Class A, Exceptional Quality biosolids.  The dryer unit is located within its own building on the Mendenhall Wastewater Treatment Plant property.  The treatment process will convert the sewage solids into a marketable biosolids product for residential and commercial use, minimizing the need to ship sewage solids out of the state for disposal.

OPPORTUNITY FOR PUBLIC PARTICIPATION:
ADEC is seeking comment regarding the proposed project only. Notice is given that any person interested may present written comments relevant to the proposed permit to ADEC. Written comments will be included in the record if received before 5:00 p.m. on 10/27/19. Submit written comments to:
