Notice of Proposal to Issue an Air Quality Control Minor Permit for Ketchikan Public Utilities, Bailey Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Ketchikan Public Utilities’ application for Air Quality Control Minor permit AQ0108MSS02 for the Bailey Power Plant. ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Applicant:      Ketchikan Public Utilities (KPU), 1065 Fair Street, Ketchikan, AK 99901

Location:       Latitude/Longitude: 51º 21’ North / 131º 35’ West

Activity:         KPU’s application is classified under 18 AAC 50.508(6) to revise or rescind the terms and conditions of a Title I permit.

Emissions:     KPU’s proposed revisions to the subject conditions will not impact the net emissions of criteria pollutants at the stationary source.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
