200000001 OCS ORCA Mobility Phase 1
The Alaska Department of Health and Social Services, Office of Children’s Services (OCS) Caseworkers conduct a significant amount of work outside of the office, but do not have mobile access to case information off-site. A caseworker mobile application must provide the users with critical data related to the safety and well-being of children they are serving or are in their care.
OCS is soliciting services for a vendor to create a lightweight .net web pages that are accessible when online via a Virtual Private Network (VPN) or utilizing two-factor authentication on a state issued machine. Meanwhile the Department is working to obtain Mobile Device Management (MDM). Once MDM is acquired, it is OCS’s intent to expand this functionality to include offline capabilities and additional features.
The .net mobile web application will be hosted on the Department of Health and Social Services (DHSS) internal servers. Meanwhile the Department is moving toward Azure.gov cloud services. Once available, it is OCS’s intent to port these new features to Azure.

- Deadline for Receipt of Proposals 2pm, prevailing Alaskan Time, July 30, 2019,
- Proposal Evaluation Committee complete evaluation by August 6, 2019,
- State of Alaska issues Notice of Intent to Award a Contract August 7, 2019,
- State of Alaska issues contract August 19, 2019,
- Contract start August 20, 2019.
