Joint Base Elmendorf-Richardson – Flightline
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the United States Air Force’s (USAF’s) application for Air Quality Control Minor Permit AQ0886MSS05 for the Joint Base Elmendorf Richardson – Flightline.
Applicant: United States Air Force, 724 Quartermaster Rd, Suite 200 JBER, AK 99505
Location: 6326 Arctic Warrior Drive JBER, AK 99505
Activity: The USAF’s application is classified under 18 AAC 50.508(5) for Owner Requested Limits (ORLs) to avoid PSD review under 18 AAC 50.306 for NOx and to avoid a minor permit under 18 AAC 50.502(c)(3) for PM-10 and PM-2.5. This permit is also classified under 18 AAC 50.502(b)(3) for a rock crusher with a rated capacity of at least five tons per hour.
Emissions: The change in potential emissions due to this permitting action are 2 tpy for NOx, 7 tpy for CO, 0 tpy for SO2, 0 tpy for VOC, 17 tpy for PM-2.5, and 17 tpy for PM-10.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
