Notice of Proposal to Issue an Air Quality Control Minor Permit in addition to an Air Quality Control Operating Permit Rev. 2 for ExxonMobil Alaska Production Inc., Point Thomson Production Facility

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ1201MSS04 for the Point Thomson Production Facility. ADEC also proposes to issue Air Quality Control Operating Permit AQ1201TVP01 Rev. 3 for the Point Thomson Production Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The application for Minor Permit AQ1201MSS04 is classified under 18 AAC 50.508(6) for revising an existing permit condition, and 18 AAC 50.508(5) for establishing an ORL to avoid a permit classification under AS 46.14.130, to avoid PSD for carbon monoxide (CO). Only conditions that have been newly established, revised, or rescinded are open to public comment. These conditions are noted in Table 2 of the technical analysis report (TAR) for Minor Permit AQ1201MSS04.

As required by 18 AAC 50, EMAP applied for a significant modification to Operating Permit AQ1201TVP01 Rev. 2 for the Point Thomson Production Facility. Only conditions that have been newly established, revised, or rescinded in the significant modification are open to public comment. These conditions are noted in Table L of the statement of basis (SOB) for Operating Permit AQ1201TVP01 Rev. 3. ADEC received the operating and minor permit initial applications on December 13, 2018, and an application addendum on April 1, 2019.

Emissions: The permit authorizes the following increase in potential emissions: 35.7 tons per year (tpy) of CO, 0.1 tpy of particulate matter with an aerodynamic diameter of less than 10 microns (PM-10), 57.1 tpy of volatile organic compounds (VOC). There is a decrease in potential emissions of 1.7 tpy of oxides of nitrogen (NOx). 

ADEC Preliminary Review: Based on review of the applications, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
