Notice of an Application for an Oil Discharge Prevention and Congingency Plan, Savant Alaska LLC, Badami Unit, North Slope Borough, Nr. Deadhorse

An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Proposed Activity:
Review of a major amendment application package for an Oil Discharge  Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Badami Unit Exploration, Production and Pipeline facilities. The Badami Unit facility consists of a series of wells and the Central Processing Facility (CPF) on a gravel pad, a gravel airstrip, gravel storage pad, and a dock all connected by gravel roads. A crude oil transmission pipeline and a gas utility pipeline runs 25 miles between Badami and Endicott. Savant Alaska, LLC has submitted the contingency plan amendment to address Badami Unit exploration operations in the summer and an increase to the response planning standard (RPS) for the production facility. The plan amendment addresses an increased RPS with a maximum flow rate of 5,500 barrels per day, to total 82,500 barrels for summer exploration drilling. The plan amendment also addresses an RPS increase from production wells with a maximum flow rate of 2,000 barrels per day. The response scenario for a summer production facility discharge has been revised and a scenario for summer exploration drilling has been included.

Location:
The Badami Unit is located within the North Slope Borough of the State of Alaska, 31 miles east of Deadhorse, near the coast of Mikkelsen Bay.

Potential Results:
A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on April 11, 2019 and ends on May 13, 2019. Requests for additional information and comments must be received by 5:00 pm on May 13, 2019.  It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).
