Notice of Proposal to Issue an Air Quality Control Minor Permit to Silverbay Seafoods, LLC, False Pass Facility

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Silver Bay Seafoods, LLC’s application for Air Quality Control Minor Permit AQ1538MSS01 for the False Pass Facility.

Applicant:       Silver Bay Seafoods, LLC, 4039 21st Ave West, Suite 201, Seattle, WA 98199

Location:        100 Beach Front Road, False Pass, AK 99583
Latitude: 54.86930° N; Longitude: 163.40834° W

Activity:         Silver Bay Seafoods, LLC’s application is classified under 18 AAC 50.502(c)(1) for construction of a new stationary source with potential to emit over 40 tons per year of NOx; and 18 AAC 50.508(5) to establish an Owner Requested Limit (ORL) to avoid Title V permitting for NOx.

Emissions:      The permit results in a potential to emit of 99.0 tpy NOx, 28.1 tpy CO, 10.4 tpy VOC, 3.90 tpy PM-2.5, 3.90 tpy PM-10, and 29.5 tpy SO2.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:
Any interested person may present written statements relevant to the draft documents, as long as they are received within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
