Notice of Proposal to Issue an Air Quality Control Minor Permit to the U.S. Army Missile Defense Agency, Fort Greely Missile Defense Complex

The Alaska Department of Environmental Conservation (ADEC) is providing notice under the “Fast-track Procedures” of 18 AAC 50.542(b) for the following air quality control minor permit application. A person who desires a 30-day public comment period for this permit application must make their request by 4:30 p.m. April 24, 2019 as described below.

Location:        Latitude: 63.941802 N Longitude: 145.726704 W

Activity:       MDA’s application is classified under 18 AAC 50.502(b) to install and operate a rock crusher with a rated capacity of at least 5 tons per hour. All material processing operations will be conducted under wet, saturated conditions.

Emissions:    There will be an increase in potential fugitive emissions of: 33.9 tpy PM2.5, 33.9 tpy PM10, and 93.1 tpy PM.

Opportunity for Public Participation: Any interested person may request a public comment period on a draft permit for this project. If a comment period is requested, ADEC will develop a draft minor permit and issue a public notice announcing a separate comment period. During the comment period, interested persons would have the opportunity to present written statements relevant to the draft permit. ADEC would consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. The final decision to issue or deny the permit would be made after the close of the public comment period.

If ADEC does not receive a request for a public comment period, we will issue or deny the permit by May 3, 2019.
