Notice of Proposal to Issue Air Quality Control Minor Permits to Hilcorp Alaska, LLC, MPU B-Pad, and MPU C-Pad

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s (Hilcorp’s) applications for Air Quality Control Minor Permits AQ0200MSS08, AQ1558MSS01, and AQ1559MSS01 to disaggregate the Milne Point Production Facility. 

Applicant:       Hilcorp Alaska, LLC, 3800 Centerpoint Dr. Suite 1400, Anchorage, AK 99503

Location:        Latitude 70o 27.5’ North; Longitude 149o 26.2’ West

Activity:         Hilcorp requested the minor permits under 18 AAC 50.508(6) in order to disaggregate the Milne Point Production Facility into three stationary sources, and to remove the drill rig provisions established under Minor Permit AQ0200MSS06. 

Emissions:      This project will not affect the oxides of nitrogen (NOx), coarse and fine particulate matter (PM-10 and PM-2.5), sulfur dioxide (SO2), or volatile organic compound (VOC) potential emissions.

ADEC Preliminary Review: Based on review of Hilcorp’s request and permit applications, ADEC drafted three preliminary permit decisions that ADEC intends to issue simultaneously under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:
Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permits after the close of the public comment period.
