Notice of Proposal to Issue an Air Quality Control Minor Permit for ConocoPhillips, Alpine Central Processing Facility CD-1

The Alaska Department of Environmental Conservation (ADEC) is providing notice under the “Fast-track Procedures” of 18 AAC 50.542(b) of the following air quality control minor permit application. A person who desires a 30-day public comment period for this permit application must make their request by 4:30 p.m. February 11, 2019 as described below.

Applicant:      ConocoPhillips Alaska, Inc (CPAI), 700 G Street PO Box 100360

Location:       Latitude: 70° 20’ 39.86”N Longitude: 150° 55’ 24.18 ”W

Activity:         CPAI’s application is classified under 18 AAC 50.502(b) to install and operate a rock crusher with a rated capacity of at least 5 tons per hour. All material processing operations will be conducted under wet, saturated conditions in an enclosed space without exhaust ports. Therefore particulate matter will not be emitted.

Emissions:     There will be an increase in emissions as follows: 0.15 tpy NOx, 0.03 tpy CO, 0.01 tpy PM-2.5 and PM-10, and 0.01 tpy VOC.

Opportunity for Public Participation:

Notice is given that any interested person may request a public comment period on a draft permit for this project. If a comment period is requested, ADEC will develop a draft minor permit and issue a public notice announcing a separate comment period. During the comment period, interested persons would have the opportunity to present written statements relevant to the draft permit. Any person my request a public hearing in connection with the comment period and a hearing will be held if ADEC finds good cause exists. ADEC would consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. The final decision to issue or deny the permit would be made after the close of the public comment period.

If ADEC does not receive a request for a public comment period, we will issue or deny the permit by February 11, 2019.
