Notice of Filing Petition to Increase Target TIER

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on January 15, 2019, Chugach Electric Association, Inc. (Chugach), filed a petition seeking to increase their target TIER (Times Interest Earned Ratio). Docket No. U-19-003 was opened to address this matter. The target TIER is the authorized margins Chugach includes in its revenue requirement to set rates. Margins can be defined as revenues in excess of expenses. TIER is calculated as the sum of margins plus long-term interest expense divided by long-term interest expense.

Chugach requests approval from the Commission to increase its target system TIER from 1.35 to 1.55 for use in establishing rates for electric service to its members. Chugach also requests approval to increase its target TIER for Generation and Transmission, and natural gas operations (Beluga River Unit) from 1.10 to 1.35, and to leave its Distribution TIER variable such that overall rates are set to achieve a system TIER of 1.55.
