The Alaska Department of Environmental Conservation (ADEC) requested and has received a revised operations plan and waste disposal records for the Utqiagvik Class II Municipal Solid Waste Landfill (permit # SW2A003-19).
According to the revised operations plan and updated waste tracking records, approximately 50-60% of the combustible municipal solid waste generated in Utqiagvik is directly disposed in the landfill without being incinerated. Since this amount of non-incinerated solid waste is significantly higher than was anticipated when the landfill was first permitted, a modification of the permit is necessary. ADEC is seeking public comment on these operational changes and the proposed permit modification.

PROJECT DESCRIPTION:
According to information provided in the revised operations plan and waste disposal records received by ADEC on October 22, 2018, the North Slope Borough is directly landfilling without incineration approximately 50-60% of the combustible municipal solid waste (MSW) generated in the community. Based on the information provided, direct disposal is required on a normal basis due to incinerator capacity issues and not just when the incinerator is not operating due to needed repairs or scheduled maintenance. Since direct disposal of combustible MSW is occurring at a much higher rate than was originally approved, ADEC is considering modifying the landfill permit to specify this level of non-incinerated MSW and is requesting comments on this proposed change to the permit.
