NOTICE OF INTENT TO BEGIN ENGINEERING & ENVIRONMENTAL STUDIES
& REQUEST FOR COMMENTS


Juneau Douglas Highway Slope Stabilization Project SFHWY00163 / 0959021

The Alaska Department of Transportation and Public Facilities (DOT&PF)proposes to repair a Douglas Hwy. slope failure located between Vista Dr. and Lawson Creek.

The project activities would

     • Make subsurface improvements to Douglas Hwy. adjacent to the slope failure.
     • Remove temporary corrective measures put in place at the time of the original slide.
     • Relocate Water, sewer, and storm drainage lines based on post excavation visual inspection
     • Add slope stabilization structure(s) and or rock bolts as warranted.
     • Replace excavated material with lightweight fill.

Construction could begin as early as summer 2019

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF.

Development of the proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document would be a categorical exclusion (CE).

The project would comply with all Acts & Executive Orders including

     • National Historic Preservation Act – Sect.106
     • EO-13175 (Consult & Coordinate w/ Indian Tribal Gov )
     • EO-11593 (Protect & Enhance Cultural Env.)
     • Magnuson-Stevens Fishery Conservation Mgt Act
     • EO-12898 (Environmental Justice)      • EO-13007 (Indian Sacred Sites)
     • EO-11988 (Manage Floodplains)         • EO-11990 (Protect Wetlands)
     • EO-13112 (Invasive Species)              • Clean Air & Clean Water Acts
