NOTICE OF PETITION FOR MODIFICATION OF REGULATION
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on August 14, 2018, TDX Adak Generating, LLC (TAG) filed a petition proposing to modify the line loss standard established by
3 AAC 52.620(b) from 12 percent to 32 percent as it applies to its operation. TAG requests the modification remain in place for a term of seven years. Docket No. U-18-096 was opened to address this matter.
Generation efficiency and line loss standards were established by the Commission to encourage efficient and economical generation, transmission and distribution of electricity. The standards represent the minimum acceptable level of performance by an electric utility participating in the Power Cost Equalization (PCE) program.
3 AAC 52.620(b) sets the line loss standard of 12 percent for all electricity sold. TAG states it cannot meet the 12 percent line loss standard with its current facilities and states a 32 percent line loss standard is reasonable and consistently sustainable. TAG also states it is making efforts to improve its system to meet the line loss standard of 12 percent and seeks a seven year time period to accomplish this task. TAG asserts that without a modification to the line loss standard, customers may see a reduction in the amount of PCE assistance received.
