Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that North Slope Borough (NSB) filed TA16-231, requesting approval of a special contract with BP Exploration (Alaska) Inc. (BP). The special contract is for the provision of disposal service for a one-time demolition project that contains regulated asbestos containing material (RACM).
NSB owns the Oxbow Landfill in Service Area 10, which provides waste disposal services to industrial customers in the Prudhoe Bay/Kuparuk area. NSB’s tariff does not currently provide a recurring service for disposal of RACM or other hazardous material. The special contract provides that BP will make a one-time, upfront contribution in aid of construction to include a portion of the purchase cost for a wheel loader to handle the RACM waste, and the costs for professional consulting, engineering, and legal services directly related to obtaining regulatory approval to accept RACM at the landfill. In addition, the special contract provides that BP will pay the tipping fee for each RACM load under NSB’s tariff. Finally, the special contract provides that BP will reimburse NSB for additional costs incurred related to the disposal of the RACM waste and pay a margin on those costs, based on the 90 percent operating ratio approved during NSB’s last rate case.
