NOTICE OF COMMISIONER’S DECISION
TO ISSUE A CERTIFICATE OF NEED
THE DEPARTMENT OF HEALTH AND SOCIAL SERVICES

In accordance with 7 AAC 07.060, the Department of Health and Social Services has conducted a review of an application for the following project: Mat-Su Regional Medical Center, Emergency Department Expansion Project.  In accordance with 7 AAC 07.070, the Commissioner has issued a Certificate of Need and approval for the project, as proposed.

Project/Activity: Emergency Department Expansion

Applicant’s Name: Mat-Su Regional Medical Center located in Palmer, Alaska

Project: Mat-Su Regional Medical Center seeks to expand its emergency department by adding 10 emergency department treatment beds. Of these 10 beds, 8 beds will be designated for general emergency treatment, and 2 secure beds will be dedicated to psychiatric emergency treatment.  The project will be approximately 17,599 square feet in size with a total cost not to exceed $14,500,529.  The completion date for the project is on or before December 2020. 

Project/Activity Service Area: The proposed service area for this project is the Matanuska-Susitna Borough. 

Summary of Decision:  In accordance with A.S. 18.07.031-111 and 7 AAC 07.001-900, Mat-Su Regional Medical Center is authorized to add 10 emergency department treatment beds to its existing emergency department; 8 beds dedicated to general emergency treatment and 2 beds dedicated to psychiatric emergency treatment.

Any member of the public who is substantially affected by activities authorized by this certificate of need may initiate an administrative hearing in accordance with 7 AAC 07.082. A request for hearing under 7 AAC 07.080 or 7 AAC 07.082 must be received by the department at the address below no later than 4:30pm on August 9, 2018.
