Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that North Slope Borough (NSB) filed TA17-231, a revenue requirement study, cost of service study, and rate redesign, based on a test year ending June 30, 2017. NSB requests the Commission implement a 32.5 percent across-the-board interim and refundable rate increase to the currently effective collection rates, effective August 13, 2018. In addition, NSB request a 73.5 percent across-the-board interim and refundable rate increase to the currently effective disposal rates, effective August 13, 2018. NSB’s proposed interim rates are calculated using an operating ratio of 93 percent for collection operation and 90 percent for disposal operation, as established in NSB’s last rate case.

NSB proposes a permanent rate increase based on the outcome of the proposed revenue requirement study, cost of service study, and rate redesign. NSB proposes to change from an operating ratio methodology to a rate based rate of return methodology. A selection of the proposed interim and permanent rates is provided below:
