Notice of Intent to Begin Engineering and Environmental Studies: Parks Highway: Houston to Willow Pavement Preservation

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF. The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327, and is soliciting comments and information on a proposal to mill and resurface the Parks Highway from Houston to Willow, a distance of approximately 15.8 miles. This project would extend the service life and improve the overall safety of the roadway. The proposed work would include:

- Milling and paving
- Rehabilitation of roadway structural sections
- Rehabilitation or upgrades to pedestrian facilities
- Drainage improvements: ditch grading, culvert repair or replacements, and work on storm drain  facilities
- Bridge repairs and maintenance: crack sealing and joint repairs, painting, deck rehabilitation or repair, bridge rail retrofit or repair, replacement of bridge waterproofing membranes
- Installation, repair, or replacement of guardrail and guardrail end treatments, lighting, signals, signs and striping
- Vegetation clearing
- Utility adjustments or relocations
- Safety improvements

This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), 12898 (Environmental Justice), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f).

Construction for the proposed project is anticipated to begin in ­­­­Summer 2020. To ensure that all possible factors are considered, please provide written comments to the following address by July 15, 2018.
