Notice of Proposal to Issue an Air Quality Control Minor Permit and Operating Permit to Cook Inlet Energy, LLC for the Osprey Platform

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0696MSS05 for the Osprey Platform.  ADEC also proposes to issue Air Quality Control Operating Permit AQ0696TVP03, Rev 1 for the Osprey Platform under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:         The application for Minor Permit AQ0696MSS05 is classified under 18 AAC 50.508(6) for revising or rescinding the terms and conditions of a Title I permit.  Only conditions that have been newly established, revised, or rescinded are open to public comment.  These conditions are noted in Table E of the technical analysis report for Minor Permit AQ0696MSS05.

As required by 18 AAC 50, CIE applied for a significant modification to Operating Permit AQ0696TVP03 for the Osprey Platform.  Only conditions that have been newly established, revised, or rescinded in the significant modification are open to public comment.  These conditions are noted in Table I of the statement of basis for Operating Permit AQ0696TVP03, Rev 1. ADEC received the operating and minor permit applications on April 12, 2018.

Emissions:     There is a slight decrease in CO, PM-10, and SO2 potential emissions.

Preliminary Review: Based on review of the applications, ADEC drafted a preliminary minor permit and draft operating permit under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the preliminary and draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. For the draft operating permits, any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
