BADAMI DEVELOPMENT FACILITY
The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0417TVP03 to the Badami Development Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The Badami Development Facility is an existing oil and gas exploration and production operation which consists of two diesel-fired generators, two natural gas-fired combustion turbines, one natural gas-fired heater, one natural gas-fired triethylene glycol (TEG) reboiler, one flare, rig engines, and rig heaters and boilers. It also operates some insignificant emission units that include small incinerators, heaters, and storage tanks.
Application: The owner submitted a renewal application on December 6, 2017 and submitted additional information on January 9, 2018.
Emissions: The potential annual emissions of regulated air pollutants at the source are: 17.9 tons of particulate matter, 382 tons of nitrogen oxides, 73.5 tons of sulfur dioxide, 395 tons of carbon monoxide, 62.3 tons of volatile organic compounds, and 181,585 tons of greenhouse gases. The total potential emissions of regulated air pollutants, other than greenhouse gases, is 932 tons per year.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Bethel Power Plant.

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
