AK Dept. of Transportation & Public Facilities Notice of Project Update: JNU Egan Drive 10th to Mendenhall Loop Rd Project 68129
The Alaska Department of Transportation and Public Facilities (DOT&PF) proposes updates on the Egan Drive Pavement Rehabilitation Project 10th Street to Mendenhall Loop Road. The project was previously noticed January 2013 and the majority of the construction was completed in Summer 2016.
The original project construction activities (much of it already constructed in 2016) included: • Resurfacing Egan Drive from 10th Street to Mendenhall Loop Road
• Replacing guardrail
• Inserting liners in deteriorated culverts
• Improving intersections to meet Americans with Disabilities (ADA) standards, including:
• Relocating crossing signal activation buttons
• Widening some sidewalks to provide more width around utility poles
• Removing and resurfacing portions of pedestrian islands to create at-grade crossings
• Constructing curb ramps with detectable warning strips
Updates under this notice include:
• Installing new guardrail at the Egan Drive and Mendenhall Loop intersection
• Lengthening of guardrail at the Mendenhall Wetlands State Game Refuge parking area on Egan
• Replacing guardrail sections at several locations on Egan Drive near the Aurora Basin
harbor area and at Vanderbilt Hill Road intersection that were not installed during earlier
phase construction work.
Construction of the proposed updates is projected for spring 2018 and would last approximately 2 weeks.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF.
Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., eagles, and cultural or historic properties.
The proposed project would comply with all applicable authorities including:
