Notice of Applicant Review of an Alaska Pollutant Discharge Elimination System Proposed Final Individual Permit to Discharge to Waters of the U.S. - Vigor Alaska LLC - Ketchikan Shipyard

Following the close of a 30-days public notice and review period, DEC has prepared a proposed final APDES individual permit AK0045675 -Vigor Alaska LLC, Ketchikan Shipyard (permit). Prior to making the final decision to issue the permit, DEC invites you to view the proposed final permit and associated documents. Proposed Permit Coverage:
Vigor Alaska LLC operates the Ketchikan Shipyard facility in Ketchikan, Alaska. The facility conducts ship repairs on land and within two floating drydocks. In addition the shipyard fabricates new marine vessels such as ocean going ferries, tug boats, and barges. Repair operations at the facility include inspection and repair of interior machinery, tanks, and metal sub-structures, as well as blasting and painting exterior hulls and superstructures.

The proposed Permit reissuance will provide continued coverage for the following wastewater discharges to Tongass Narrows:

Outfall 001A - Deck Wastewater: Includes high pressure wash water originating from vessel maintenance and construction activities, water collected from upland work areas, contact stormwater, pretreated bilge water, contaminated vessel ballast water, and other waste sources generated in vessel maintenance and construction activities.

Outfalls 002A and 002B Ballast Water: Includes uncontaminated vessel ballast from Drydocks 1 and 2.

Outfalls 003A and 003B - Floodwater: Includes receiving water that comes in contact with potential contaminants on the drydock work surfaces during the submergence of Drydocks 1 and 2.

The reissued Permit will authorizes acute and chronic mixing zones for the parameters copper and zinc in the Outfall 001 discharge.

Determination:
DEC proposes to reissue the above listed permit.

Public Comments:
Comments from the general public were accepted during the Public Notice period from November 30, 2017 through January 5, 2018 and will not be accepted during this review period.

The deadline for proposed final permit review comments by the applicant is:
January 19, 2018, 5:00 pm Alaska Standard Time.
