ALPINE CENTRAL PROCESSING FACILITY
The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permit AQ0489MSS08 to ConocoPhillips Alaska, Inc. (CPAI)’s for the Alpine Central Processing Facility. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1).

Activity: The minor permit is classified under 18 AAC 50.508(6) to revise or rescind terms and conditions of a Title I permit. CPAI requested to revise several permit conditions including monitoring of the flare systems. Only conditions being revised in response to the application and as described in the technical analysis report and statement of basis are open to public comment.
Emissions: The permit action does not change emissions at the stationary source.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.
Available Information: Copies of ADEC’s draft permits, technical analysis report, statement of basis and administrative record are available at ADEC’s Anchorage office Monday through Friday from 8:00 AM to 4:30 PM located at 555 Cordova Street, Anchorage, AK 99501, 907.269.7577.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by the close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
