DOT&PF Notice of Intent to Begin Engineering & Environmental Studies:
Juneau Douglas Hwy Resurface & Sidewalk Repairs Project SFHWY-00058
The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327, and is proposing to resurface Douglas Highway and provide sidewalk repairs as needed to achieve Americans with Disabilities (ADA) compliance. Associated preventative maintenance activities may include improvements to roadway related features.
The project construction would• Resurface the Douglas Highway from the intersection of Douglas Highway and Egan Drive to
Douglas Highway termination at St. Ann’s Avenue
• Repair or replace sidewalks, curb and gutter, and curb ramps as needed to achieve ADA
compliance
• Install concrete pads to accommodate future bus stop shelters
• Make asphalt patch cuts and minor structural section improvements
• Work on existing culverts or drainage structures
• Work on retaining walls
• Add or repair guardrail and guardrail end treatments, handrail, lighting and signals, striping,
and/or signs
Construction is anticipated to occur over two seasons starting in 2019.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF.
Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include bald eagles and cultural or historic properties.
The proposed project would comply with all applicable authorities including:
