Notice of Proposed Changes on Aircraft Tiedown Permits in the Regulations of the Department of Transportation and Public Facilities

BRIEF DESCRIPTION

The Department of Transportation and Public Facilities proposes to amend, add, or repeal regulations in Title 17 of the Alaska Administrative Code, dealing with aircraft tiedown permits at Ted Stevens Anchorage International Airport with the intention of updating, simplifying, and clarifying permit regulations.

The Department of Transportation and Public Facilities (DOT&PF) proposes to adopt regulation changes in Title 17 of the Alaska Administrative Code, dealing with aircraft tiedown permits at Ted Stevens Anchorage International Airport, including the following:

            17 AAC 42.500-.599, Ted Stevens Anchorage International Airport Tiedown Permits –The intended effects of the proposed changes are to simplify and clarify the regulations, add provisions for tiedown assignment priority, temporary airport use of a permitted tiedown, definitions, transitional compliance provisions, and repeal requirements related to notarization of documents, redundancies, medical certification, definitions, and findings, and amend tiedown categories, allowable improvements, pilot and flight activity requirements, wait-list and switch-list procedures, permit qualifications, application, approval, terms and conditions, duration, renewal, deficiency compliance, and cancellation.

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Alex Moss, AIAS Planning Manager at P.O. Box 196960, Anchorage, Alaska, 99519-6960. Additionally, the DOT&PF will accept comments by electronic mail at alex.moss@alaska.gov.  The comments must be received no later than 4:00pm on January 19, 2018.

Oral or written comments also may be submitted at a hearing to be held on December 12, 2017, in the Susitna Room of the Coast International Inn, 3450 Aviation Avenue, Anchorage, AK, 99502. The hearing will be held from 6:00pm to 8:00pm and might be extended to accommodate those present before 8:00pm who did not have an opportunity to comment.

You may submit written questions relevant to the proposed action to Alex Moss, AIAS Planning Manager at P.O. Box 196960, Anchorage, Alaska, 99519-6960 or by email to alex.moss@alaska.gov. The questions must be received at least 10 days before the end of the public comment period. The DOT&PF will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System. The DOT&PF may, but is not required to, answer written questions received after the 10-day cut-off date and before the end of the comment period.

After the public comment period ends, the DOT&PF will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulation may be different from that of the proposed regulation. You should comment during the time allowed if your interests could be affected.
