Notice of Applicant Review of an Alaska Pollutant Discharge Elimination System, Proposed Final Individual Permit to Discharge to Waters of the United States, BPXA, Prudhoe Bay Seawater Treatment Plant

Following the close of a 30-day public notice and review period, DEC has prepared a proposed final APDES individual permit AK0029840 - BPXA, Prudhoe Bay Seawater Treatment Plant (permit). Proposed Permit Coverage:
The Prudhoe Bay Seawater Treatment Plant is located at the terminus of the West Dock Causeway on the mainland shoreline at the western end of Stefansson Sound in the Beaufort Sea, immediately west of Prudhoe Bay.  The reissued permit will authorize of strainer backwash generated by the treatment of raw seawater destined for use as waterflood and other industrial uses, through a single outfall to Stefansson Sound, located at Latitude 70.416512 North and Longitude -148.528981 West.

The permit proposes a chronic mixing zone wastewater generated by the treatment of raw seawater destined for use as waterflood and other industrial uses and includes temperature and ph. The permit also proposes an acute mixing zone for total residual chlorine (TRC). Both mixing zones are rectangular in shape in shape extending from the seafloor to the top of the unfrozen water column. Mixing zone dilution factors and sizes are described below.

Determination:
DEC Proposes to reissue the above listed permit for a five year term.  

Public Comments:
Comments from the general public were accepted during the Public Notice period from
August 3, 2017 through September 5, 2017 and will not be accepted during this review period.

 

Deadline for Written Applicant Review Comments:
The deadline for proposed final permit review comments by the applicant is November 3, 2017, 5:00 pm Alaska Daylight Time.
