The Department of Transportation & Public Facilities (DOT&PF), Statewide Aviation Leasing (SWA), Southcoast Region is seeking information on how an interested contractor could manage the Sitka Airport parking lot.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.  This request for information does not commit DOT&PF to contract for any supply or service whatsoever.  DOT&PF will not pay for any information or administrative costs incurred in response to this RFI, all costs associated with responding will be solely at the interested party’s expense.  Not responding to this RFI does not preclude participation in any future RFP, if any is issued.  DOT&PF may or may not choose to meet with potential offerors to get further clarification of potential capability to meet requirements.

Background.  The Sitka Airport has a public parking lot adjacent to the terminal building with approximately 200 parking spaces. SWA is interested to know what capabilities are available for contracted parking lot management, and what terms and conditions a contractor would find necessary to fully manage the parking lot, including, but not limited to, charging for parking, monitoring, patrolling and enforcement.  Title 17, Alaska Administrative Code, Chapter 45 (17 AAC 45) allows SWA to lease airport land and, in addition, collect a concession fee to conduct a non-aeronautical business opportunity on the airport (17 AAC 45.127(i)).

The white paper should include the following as a minimum:

*  Name, mailing address, phone number, and e-mail of designated point of contact.

*  Recommended contracting strategy.

*  Proposed operational strategy.

*  Proposed lease contract terms, including minimum term length (in accord with 17 AAC 45.225 (j)) and concession fee percentage.

Summary.  THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that could provide management of the Sitka Airport parking lot.  The information provided in the RFI is subject to change and is not binding on DOT&PF.  DOT&PF has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.  All submissions become DOT&PF property and will not be returned.
